Once we are no longer concerned about the life there a reevaluation of the Drake equation causes the next to last two parameters to drop out and the last to be taken as 1 billion years for the time a world would have been able to support life giving:

as the amount of real estate for development in a galaxy such as ours.

N = 7 × 0.5 × 2 × 0.33 × 10 9 = roughly a billion

as the amount of real estate for development in a galaxy such as ours.
