This can be done and in such a manner that visitors to your site will see it as seamless. However the integration of these packages will be superficial and you will still have to maintain their backends seperately. How long and How much? As little as 2 biz days if you have your hosting and other arrangements complete. I'd prefer to keep these jobs to no more than 4 calendar weeks and no more than 80 hours of my time. ¹ In my judgement, the order would be C5 > Drupal > Joomla/Mambo. Each has it's strengths and weaknesses however. ² I've used both in paid work. There are numerous others pretty much any package organizing web pages can be called a CMS, WordPress, Typo3, and Mambo are just a few others just in the PHP class.
